Comment by korruptor2 as of this time, my 85 warrior exalted with hyjal bought and sent the arcanum to my 85 lock alt who is neutral with hyjal and was able to apply the boa enchant to the head slot. I'm assuming that much like any heirloom item the enchant scales with the level of the alt using it?
Before I get downtated, because the tooltip states, Requires level 85, and even though one may be able to enchant an heirloom helm with it, the wearer would not Benifit from it until they reached that level. Wow wiki clearly states that this item does in fact still benifit the wearer of the helm even under level 85;however, it does not mention if it scales much like other heirlooms.
