It might also help to find a quest line in which you have to talk to her in which case the quest marker might point you directly to her. Even when you side with the Stormcloaks Elisif stays Jarl of Solitude, she does move around for a few quests but she also has a very strange bug where she'll move to the Whiterun plains.
